This legislative review examines Draft Law on Solid Waste Management which was submitted to the first reading in the Iraqi Council of Representatives in April 2026. Drawing on relevant international standards and comparative waste-management practices such as the EU waste hierarchy and circular-economy framework, the Basel Convention, the polluter-pays principle, and extended producer responsibility to present analysis and recommendations. IILHR identifies key regulatory and institutional gaps and distils these standards into practical recommendations for strengthening waste prevention, recycling, enforcement, hazardous-waste controls, and environmentally sound waste management in Iraq.
