This comparative memorandum examines environmental liability and compensation frameworks across selected jurisdictions, including the European Union, Spain, Germany, the United States, India, South Korea, and China. It highlights international best practices in environmental accountability, restoration, and compensation, and distils these into practical legislative options relevant to the Iraqi context. The memorandum offers targeted recommendations to support the strengthening of Iraq’s environmental legislation and alignment with international standards.
